Calif. police release bodycam footage of 2018 fatal OIS of bicyclist

VALLEJO, Calif. — Vallejo police released body camera footage Monday of a February 2018 incident in which an officer shot and killed a black bicyclist who allegedly grabbed an officer’s flashlight during a tussle.

However, the video does not clearly show whether the bicyclist presented the flashlight “in a threatening manner,” as police said on Monday as well as in the days following the incident. The newly released footage comes as the Police Department is under scrutiny for its conduct after the shooting death of Willie McCoy in February of this year.

On Feb. 13, 2018, Officer Ryan McMahon attempted to stop Ronnell Foster, 33, who was riding a bike erratically without a headlamp around 7:40 p.m., police said. McMahon, on foot, pursued Foster in the northbound lanes of Sonoma Boulevard until Florida Street. Foster continued west on Florida Street, south on Marin Street and stopped near 415 Carolina St.
