Video: Ohio officer rescues dog dangling from second floor balcony

CLEVELAND — A Cleveland cop’s quick thinking saved a dog’s life.
Officer Michael Phelps responded to a call of a dog dangling from a second-floor balcony on March 30, Fox 8 Cleveland reports.
The dog, which was tied to a leash, had jumped over the balcony and was hanging over the railing. A woman who lived on the first floor of the home called police to report the dog was choking.
